Blogger is free. You do not need to pay any thing but if you want buy a custom domain then you need to buy it from Godaddy, HostGator or Any domain provider but Hosting is always free in Blogging Platform.

In word press you decide your hosting provider to host your own site.

Blogger provides very limited tools allowing you to perform only specific tasks on your website.
